| แรงจูงใจให้เราทิ้งขวดพลาสติกที่ใช้แล้วลงในถังขยะรีไซเคิลทุกครั้งนั้นอาจจะค่อนข้างต่ำ เว้นแต่ว่าจะได้ค่าตอบแทนเป็นเงินเวลานำขวดพลาสติกไปกำจัดที่ศูนย์รีไซเคิลหรืออาศัยอยู่ในเมืองที่มีกฎหมายการรีไซเคิลเข้มงวด เมืองอิสตันบูล ประเทศตุรกี ได้กระตุ้นการรีไซเคิล โดยนำเครื่องรับคืนขวดมาติดตั้ง เพื่อให้ประชาชนสามารถนำขวดพลาสติกและกระป๋องอลูมิเนียมที่ใช้แล้วมาแลกเป็นค่ารถสาธาณะในเมืองได้ เครื่องรับคืนขวดหรือ Smart Mobile Waste Transfer Center จะสแกนขวดพลาสติกหรือกระป๋องอลูมิเนียมที่หย่อนเข้าไป แล้วตีค่าเป็นจำนวนเงินเติมในบัตร Istanbulkart โดยอัตโนมัติ ซึ่งบัตร Istanbulkart นี้ สามารถใช้ขึ้นรถสาธารณะต่างๆ ในเมืองอิสตันบูลได้ ขวดพลาสติกและกระป๋องอลูมิเนียมที่เข้ามาในเครื่องจะบดอัด แยกเข้าสู่ถังรีไซเคิลต่อไป ถึงแม้ว่าเครื่องรับคืนขวดจะไม่ใช่ไอเดียใหม่ แต่เทคโนโลยีลักษณะนี้ถูกใช้ในหลายประเทศ รวมทั้งสหรัฐอเมริกา จีน อังกฤษ และนอร์เวย์ ซึ่งมีอัตราการรีไซเคิลสูงถึง 90% อีกตัวอย่างประเทศที่ประสบความสำเร็จในการใช้เทคโนโลยีคล้ายกันนี้คือ ลิทัวเนีย ที่อัตราการรีไซเคิลเพิ่มขึ้นจาก 34% เป็น 91% ภายในระยะเวลาเพียงสองปี การปรับพฤติกรรมอาจต้องใช้เวลา หากมีแรงจูงใจและเทคโนโลยีช่วยอำนวยความสะดวกเข้ามาก็จะสามารถทำให้บรรลุเป้าหมายได้ง่ายและรวดเร็วขึ้น ในเมืองไทยก็เริ่มมีเครื่องรับคืนขวดพลาสติกเข้ามาติดตั้งกันบ้างแล้ว อย่าลืมช่วยกันสนับสนุน เผื่อในอนาคตเราจะได้เติมเงินบัตรแรบบิทด้วยขวดพลาสติกกันบ้าง ---------------------------------------------------------- Reverse Vending Machine: Boosting Recycling Rates in Istanbul The incentive for us to make sure a plastic bottle we use always ends up in a recycling bin might be very little, unless we get a refund per bottle at the recycling center or unless we happen to live in a city that have mandatory recycling laws. Istanbul boosts recycling rates by installing Reverse Vending Machines which allow people to trade used plastic bottles and aluminum cans for public transportation fare in the city. The reverse vending machines, called “Smart Mobile Waste Transfer Centers” can scan and assign a value to plastic bottles or aluminum cans which will be automatically topped up on the Istanbulkart. The card can be used to pay a fare for various forms of public transportations in Istanbul. The collected plastic bottles and cans will be crushed, shredded, and sorted it into bins. Though reverse vending machine is not a new idea but this technology has been widely used in several countries including the U.S., China, the U.K., and Norway. A country which has been successful in adopting similar technology is Lithuania which raised its recycling return rate from 34% to 91% in two years. Breaking a habit takes time. Bringing in an incentive and applying technology may help achieving the goal easier and faster. In Thailand, there are reverse vending machines installed in some area.
